Pashur was a priest and chief officer in the temple during Jeremiah's ministry. He heard Jeremiah prophesying judgment, had him beaten and put in stocks, then freed him the next day. Jeremiah renamed him symbolically as a bearer of terror, foretelling his exile. His actions represent institutional opposition to God's prophetic word.
